It's a 529 plan, so it's managed by a state. Backer just makes it easier to open and manage it. The money itself is invested, not just sitting with Backer.

They're regulated. Plus, I think your investments are held by actual financial institutions, not Backer directly, so it's pretty secure afaik.

There are some small advisory fees from Backer, usually a percentage of your assets. But the underlying 529 plan might have its own fees too. Worth checking.

I think it's like 0.4% annually or something like that, plus the expense ratios of the funds you choose within the 529. Not super high, but it's there.
